Have you ever noticed how something can become sexier through sheer details? For example, a beautiful woman in a gorgeous dress that accentuates her curves and shows the right ammount of flesh can be more erotic than just nudity.
The case is the same with this picture. The perspective adds a whole new dimension to the scene. The curve of the "floor" immediately makes you think of the spinning move Cammy is making. Also, it can also symbolize the ground "bending" under Cammy, showing her strength. In any case, the circle makes your eyes go all about the drawing, encompassing Cammy and adding Chun-Li in.
If you notice, you can follow either Cammy's hand or her leg from the floor up to the raised leg. You can draw a perfect line between those two. That means you're immediately brought upwards. Your eyes don't stay on the ground, you literally FORCE them to explore higher. This makes you really appreciate Cammy's whole body. And of course, reaching the leg, the circle of the attack brings in Chun-Li. She becomes part of the scene, integrated, not feeling like a character that was just pasted alongside another. That's a very difficult and very important thing to do: create a sense of unity.
Chun-li's anatomy is a perfect example of dynamism, and how it can also be sexy. When it comes to women (hell, men, too), the archetype of sexy is just a nice, seductive pinup. You show everyone the complete opposite. In movement, the body takes another wonderful degree of sexiness.
I just noticed. Look at the way Chun-li's legs are positioned. They make a perfect parallel line with Cammy's legs. Wow, talk about harmony in action!
